General Administration for Internal Audit

The General Administration for Internal Audit reinforces REGA’s governance and control framework through independent and objective audits that cover operational, financial, administrative, and technical domains, based on risk-oriented plans.  It contributes to enhancing institutional performance by assessing compliance with policies and procedures, monitoring the implementation of corrective actions, and offering advisory services—while adhering to international best practices and standards. This supports transparency, ensures compliance, and strengthens stakeholder confidence.

Chief Executive Officer Office

The CEO Office is responsible for coordinating and managing all activities associated with the CEO’s role. It supports the CEO’s decision-making by overseeing the effective follow-up of tasks, initiatives, and official decisions.  The office acts as a central point of communication between the CEO and all sectors and departments within REGA, as well as with external stakeholders, ensuring smooth workflow and precise execution.
 Its responsibilities include organizing the CEO’s agenda, monitoring executive performance, supervising logistical arrangements for visits and meetings, and maintaining records and correspondence in accordance with the highest standards of confidentiality and corporate governance—thereby projecting a professional image and supporting an efficient decision-making process.

General Administration for Strategic Communication

The General Administration for Strategic Communication leads REGA’s efforts in shaping its public image and strengthening its communication presence both locally and internationally. It does so by developing a comprehensive communication strategy that aligns with REGA’s institutional goals and reflects its identity and mission.  The administration also plays a key role in unifying media messaging, enhancing transparency, and raising public awareness of REGA’s roles and initiatives. This is achieved through various traditional and digital media and communication channels, all aimed at building trust and delivering meaningful impact.

General Administration for Governance, Risk, and Compliance

The General Administration for Governance, Risk, and Compliance at REGA is responsible for executing functions that support the Authority in achieving its operational and strategic goals. It aims to seize available opportunities and identify potential threats in the surrounding environment.  The administration focuses on identifying and assessing key risks to achieve REGA’s growth-related objectives and safeguard existing assets. It ensures the effective implementation of risk management programs across the Authority while maintaining business continuity during emergencies and crises.  Additionally, it monitors REGA’s adherence to laws, regulations, policies, guidelines, and legislation, and contributes to creating a work environment characterized by clarity, transparency, and strong ethical values.

The Digital Real Estate Executive Administration leads the digital transformation efforts at the Real Estate General Authority (REGA). Its responsibilities include developing digital infrastructure, modernizing platforms and applications, and enhancing the efficiency of digital services.  The administration also focuses on analyzing real estate data, building reliable databases, and developing real estate indicators and geospatial information systems.
 It oversees the digitization of services and the improvement of user experience, ensuring full system integration and compliance with national standards.  As REGA’s technical arm, the administration plays a central role in designing digital solutions, innovating real estate products, and strengthening cybersecurity readiness to support REGA’s objectives with high levels of quality and efficiency.

Saudi Real Estate Institute

The Saudi Real Estate Institute is a specialized institute dedicated to promoting global best practices in the real estate sector. It serves as the academic arm of the Real Estate General Authority (REGA) and is responsible for providing training and qualification programs for professionals practicing in the Saudi real estate market. These programs grant participants certifications that enable them to enter the job market with high competency. The Institute was inaugurated on 2 August 2017 and is considered one of the key initiatives that emerged from the Housing Program in support of Saudi Vision 2030. It represents the first educational entity in the Kingdom dedicated exclusively to real estate sciences, established in collaboration with both local and international partners and centers of expertise in the field.

Digital Real Estate Executive Administration

The Digital Real Estate Executive Administration is responsible for leading the digital transformation within REGA. This includes developing the digital infrastructure, modernizing platforms and applications, and improving the efficiency of digital services.  The Administration is also tasked with analyzing real estate data and building reliable databases, in addition to developing real estate indicators and geospatial information systems.

Real Estate Development Sector

The Real Estate Development Sector guides, regulates, and empowers real estate development projects across the Kingdom. Its responsibilities include managing off-plan sales programs and real-estate contribution schemes; formulating related policies and procedures; and reinforcing transparency and governance when accrediting developers, marketers, engineering consultancies, and statutory auditors.  It also fosters a supportive regulatory environment for real-estate investment, resolves challenges facing stalled projects, improves beneficiary experience, and advances the efficiency and quality of real-estate products to meet market demand and align with global best practices.

Real Estate Operations Sector

The sector leads the ecosystem of licensing, supervision, and compliance. It oversees the development of real-estate-related services so they are efficient, automated, and innovative, thereby facilitating transactions and safeguarding the rights of all stakeholders.  In addition, it enhances beneficiary services and customer experience through proactive, effective handling of complaints and reports. 

Regulation and Title Registration Sector

The Regulation and Title Registration Sector steers the regulatory and legislative framework of the real estate industry by developing policies, laws, and regulations and by monitoring their implementation to ensure alignment with national legislation and achievement of REGA’s objectives.  It drafts and continually updates the legal and regulatory structures that govern the real estate market, thereby elevating transparency and reliability.
 A primary pillar of its mandate is the Real Estate Title Registration Law, whose implementation, operation, and performance the sector manages—in partnership with relevant entities—to establish a reliable property register, protect rights, reduce disputes, and support the sector’s growth on clear legal foundations.

Strategy and Partnerships Sector

The Strategy and Partnerships Sector charts REGA’s strategic direction, defining objectives, initiatives, and plans while ensuring alignment with Saudi Vision 2030. It plays a pivotal role in measuring institutional performance to verify effective strategy execution.
The sector also develops the businesses and services overseen by REGA to guarantee efficient delivery to beneficiaries and pursues innovative opportunities that promote excellence and sustainability.  Furthermore, it monitors REGA projects, strategic partnerships, and institutional-excellence initiatives, and conducts studies and research to supply the data and insights needed for sound decision-making.
